Boys Day (more generally referred to as Children's Day) is on the 5th. A few shops in Tenmonkan have decorations out (the carp kite banners, and the samurai helmets). The two photos here are from a souvenir shop.
Even Neko Tenshi (Cat Angel) Cafe likes the carp banners.
